Every storm drops water on your property that has to end up somewhere. If the site hasn’t been designed to control it, it finds the lowest point on its own — a foundation, a parking lot, a neighbor’s yard — and that’s where erosion, flooding, and disputes begin.
Northern California’s wet-season storms and foothill clay soils make runoff a real design problem: water sheets fast off compacted lots and saturated slopes. Clay doesn’t absorb water quickly, so a storm that a sandier soil would soak in becomes sheet flow looking for the first low point it can find — which is exactly the design problem CCS solves before it becomes your problem.

A storm water system can only release what the agency allows — not what’s convenient. Undersize the detention and you flood; ignore the discharge limit and you simply move the flooding onto someone downstream, which is how the lawsuits start. Build to the report, not to the eye.
A retention pond holds water and lets it soak away; a detention pond holds it temporarily and releases it slowly. Which you need depends on your site and drainage report.
